Federal Air Tour rule impacts Young Eagles

George Clark writes:AvWeb and others are reporting that the new Federal Air Tour rule published in the recent Federal Register directly impacts Young Eagles flights. AOPA has a Detailed analysis of the new rules. It adds a number of significant restrictions including pilot requirements (500 Hours minimum), no more than 4 events per year, and a number of other restrictions. AvWeb has a PodCast which discusses the new rules.

Fortunately the EAA is now reporting that they have been working with the FAA and have gotten assurances that the rule does not apply to Young Eagles flights. If you actually read the rules as described in the Federal Register it is pretty easy to see why the EAA was concerned. There are any number of references that call out Young Eagles as an example, and state that even the existing Young Eagles program was operating under an exemption that limits pilots to 500 hours.

The new regulations take effect on March 15, 2007. I recommend that anyone participating in Young Eagles read the ruling.
